5th PLENARY SESSION OF THE ECCC COMMENCES

MONDAY 2 MARCH 2009

Between 2 and 6 March 2009, the ECCC will hold its 5th Plenary Session at the Cambodiana Hotel, Phnom Penh, Cambodia.

This Plenary Session will discuss proposed amendments to the Internal Rules concerning the conduct of ECCC proceedings, including rules relating to investigations, civil parties, witnesses, experts as well as to evidence. A significant number of proposed amendments for consideration at this Plenary Session concern the procedures of the Supreme Court Chamber. The Plenary Session is also expected to consider some administrative and technical matters and amendments to the Internal Rules’ glossary. Read the rest of this entry »

Initial Hearing for Kaing Guek Eav alias Duch

We wish to communicate several minor changes and updates to the Media Guidelines sent out last week.

1)     Each of the Parties (Co-Prosecutors, Defence and Civil Parties) have been invited to give Press Comments of no more than 10 minutes each in duration. This session will commence 30 minutes after the close of the Trial Chamber hearing on 17 February. Due to time constraints, there will be no opportunity for questions at the end of each statement. The people of Cambodia have been waiting 30 years for justice for the crimes committed in their country between 17th April 1975 and 6th January 1979.

Ethics-related National and International Structures of the

Extraordinary Chambers in the Courts of Cambodia (“ECCC”)

Report to the

Cambodian Government Task Force and the Steering Committee

by the Cambodian team

At a meeting on 10 December 2008, His Excellency Mr. Sok An, Deputy Prime Minister and Chairman of the Royal Government Task Force on the Khmer Rouge Trials, and Mr. Peter Taksoe-Jensen, the Assistant Secretary-General for Legal Affairs, agreed to set up joint sessions between the national and international related structures of the ECCC to ensure that the entire administration operates in a transparent, fair and efficient manner.  It was further agreed that these measures will meet the requirements of due process of law, including full protection against retaliation.  It was agreed that there is a need to act expeditiously, and that the results of the joint sessions were to be reported to the Government Task Force and the Steering Committee by the end of January 2009. The Victims Unit is pleased to announce the receipt of 94 Civil Party applications related to Case 001. This total reflects the submissions received before the 2 February 2009 4pm deadline issued by the Trial Chamber for Civil Party applications wishing to participate in Case 001. Case 001 relates to crimes allegedly committed by Kaing Guek Eav, alias “Duch”, in connection to S-21 Security Office (Toul Sleng), S-24 Security Office (Prey Sar), and the Choeung Ek execution site.
