INVITATION TO ATTEND THE

ECCC INITIAL HEARING

17 FEBRUARY 2009

The Trial Chamber of the ECCC has the honour to invite national and international public and media representatives to attend the Initial Hearing in case 001 concerning the accused KAING Guek Eav alias DUCH accused of crimes committed in S-21 (Tuol Sleng) S-24 (Prey Sar) and Choeung Ek.

The session will commence in the main court room at 9:00am on 17 February and will continue on the following days.In order to ensure the order in the court room, all participants must be in their designated seats in the court room at least before 8:30am. It is recommended to arrive at the ECCC between 7:30am and 8am in order to leave enough time for security checking and issuance of tickets. Gates will close by 9:00am or when all seats in the court room are fully occupied.

All persons seeking admission to the ECCC court room must present a proof of identification (including a photo) and must pass through a security check. Participants shall maintain dignity and proper behaviour all the time and shall wear appropriate clothing. Their clothing may not display slogans, indicate their support or to be offensive any party of the proceeding. Please note, no persons under 16 years of age will be admitted to the court and persons 16 -18 will be admitted only with the guardianship of an adult. No mobile phones, large bags, food or drink will be permitted in the main court room.

Seats in the main court room have been allocated as follows:

Media –Advance registration is required and those who have not yet filled in the media accreditation form please fill in together with a photo in order to get a media card issued by the ECCC. Deadline: Thursday 12 February at 5pm. In addition to seats in the Press Room downstairs, the ECCC is also allocating 30 seats for media representatives in the court room. If these seats are not fully utilised by 9am on the day of the hearing, they will be re-assigned to the general public.

Diplomats and Friends of the ECCC – 30 seats for Diplomats and Friends of the ECCC. Advance registration is required. Deadline: Thursday 12 February at 5 pm. If these seats are not fully utilised by 9am on the day of the hearing, they will be re-assigned to the general public.

NGO representatives – 60 seats for national and international NGO representatives. Advance registration is required. Deadline: Thursday 12 February at 5pm. If these seats are not fully utilised by 9am on the day of the hearing, they will be re-assigned to the general public.

Groups — 140 seats for groups (maximum 20 per group). Advance registration is required and attached with name’s list of the group member. Deadline: Thursday 12 February at 5pm.If these seats are not fully utilised by 9am on the day of the hearing, they will be re-assigned to the general public.

Individual members of the general public are encouraged to register in advance and will be seated on a first come, first served basis. 100 seats have been reserved. Registration in advance is strongly suggested.

Transport – the ECCC will provide free buses for media and public who do not have their own means of transport from downtown Phnom Penh to the ECCC and return, and who had requested seats in advance. Buses will leave from the Information Centre of the ECCC (No. 6A Street 21) between 7 am and 7:15 am and leave from in front of the main Phnom Penh Railway Station between 7:30 am and 7:45am on each day of the hearing. Advance registration is absolutely required. Deadline: Thursday 12 February at 5pm.

The Extraordinary Chambers in the Courts of Cambodia are situated in Chaom Chau , 16 kilometres from Phnom Penh , on the left hand side of National Road 4. Public and media please enter from the Visitors Gate at the eastern end of the compound.

Facilities – Drinking water will be provided in the hallway outside the court room. No food or drink is allowed in the court room. Toilets are provided in the court building and the car park. Parking will be provided for visitors to the ECCC with their own buses or cars. Assistance for those with disabilities will be provided, including wheelchair access.

Food – We are expecting to be able to provide some food and drink for sale to the public. Please indicate when you reserve your seats whether you wish to order lunch on the day.
