Enrolment rate, repeating rate and dropping school has been being become the main obstacles for Ministry of Education, Youth and Sport to achieve the education goal for all. There are 77 millions children in the world don’t go to school, but the education in Cambodia is being reformed. On April 27, 2007 there are 120 countries had a gobble campaign for education with the topic “Education is the basic right for all.” It makes the same sound in the world to remind to all political leaders and powerful people, who had promised and signed on the agreement together, to commit and achieve the goal of education for all.
Education can help the poor to balance and analyze the problem and reasons which affect to their lives and help to change their attitudes and the values. What are factors related to the quality of education? Materials for learning and teaching, buildings, learning materials, teachers and quality of teaching and poverty are the main obstacle which affected to the whole education system. Minister of Education, Youth and Sport said that Cambodia needs to develop more human resources and he also added about the important of raising high illiterate and straightening the human quality in education sector and doing whatever could help children and youth have the same right to get the education.
Youth using drug and youth going out to entertainment clubs are social problem so Ministry of Education, Youth and Sport can’t work alone. This problem is bad affect to the society and causes their studying slow down. The important of National Policy for Youth is doing whatever to equip youth with quality, knowledge and value of life in the future.
The study shows that haft of the world population lives in cities and urbanization is continuing, especially in Africa and Asia have many cities until 2030. A detail studying of German researcher shows that Angkor is a big city in the world in the twelve century and it has about 1 million or at least 800 thousands living there.
Consultative Meeting on City Development on June 08, 2007 in Sunway Hotel, H.E Seng Lim Noeu, secretary of state of the Office of the Council of Ministers, said that city development means maintaining security, peace and political stability and the government’s effort. The development in all sectors which have been being accrued, especially the development in infrastructures and economic can force people to move from one place to another which they think livable. So population’s size, trend and house movement have noticeably changed and some areas become urban area and some become rural areas.
How to solve traffic jam in the city? Reinforcement traffic law, implementing and preparing things in order, build all kind of car parks in modern countries, working offices, restaurants. They always think of car park such as underground and floors. World Health Organization noted that percentage of young drivers, who is injure and dead, is high among people using streets in Asia such as Cambodia and Malaysia.
Dr. Mok Mareth claimed that city environmental management is a sample which has been being drown the world attention not only in developed or developing countries because of environmental situation have changed constantly by population growth rate, technical increase, industrial increase, urbanization, and tourist increase. He also continued that in Cambodia even though the quality of water, land, and wind are not polluted seriously, Royal Government of Cambodia has concerned to reinforce the environment continuously with preparing formal documents and structures in all provinces and cities to suit the increase and speed of urbanization.
Royal Government of Cambodia in the third mandate concerns mainly with women by regarding women as a back bond of national economic and society. Concerning with higher gender is claimed clearly in rectangular strategy of Royal Government of Cambodia which suit together with gobble development goal and for Cambodia. Government’s commitment in implementing gender mainstreaming strategy will concern with reducing spaces between men and women that can help women to have better chance to receive other services and benefits in the society and urge women and children to attend more in all developing sectors.
Population census is the main source for national indicator and lower level. Seeing maternal mortality rate isn’t reduced in the last 5 years which has shown in national survey 2000-2005, royal government of Cambodia announced to provide financial support and encourage midwives in the whole country to take care of women in their pregnant period until they give lives birth. Dr. Mom Bunheng claimed that this policy is very affective to encourage midwives in the whole country and also urge students who love their jobs as midwives to learn and take this subject more.
AIDS and sexual health and reproductive health and the living life of children in Cambodia are the main problem. Improving quality of life of the poor in Cambodia by helping women to get cheaper price with high quality to prevent pregnancy, so they can make their families planning, birth spacing, healthy children and avoid HIVS.
According to the survey in Poi Pet Area, Khmer-Thai International Border, there are 5000 to 6000 people cross border to Long Koeu Market in Thai, though Thai has political problem and controlled Khmer people who cross border strictly. By the way carrying goods is a job for the poor, who have no choice, actually the struggle life of a blind man and other poor have been being hired to carry goods cross border.
Prime Minister HUN SEN has shown some clarified privilege measures and key-policies to reduce the poverty that Royal Government of Cambodia has concerned and put they as privilege for short and medium terms in implementing to guarantee a better sharing growth result to population growth in all levels, especially the poor in rural area such as: (1) Spreading basic economic growth (2) Creating job opportunity (3) building relationship between cities and rural areas (4) providing land with security (5) preventing weakness to the poverty (6) reforming the govern of public financial management.
Royal Government of Cambodia decided to give THEBBADEN MEDAL to Mrs. Bettina Maas, the representative for UNFPA, who has paid much attention and supported Cambodia, to push the cooperation to achieve the international conference on population and development. This medal is decorated by Sok An, Deputy Prime Minister and the minister responsible for the office of the council of ministers.
