The ECCC is today officially handing over the key, as a symbol of authority over the ECCC Detention Facility, to the Deputy General Director of the General Department of Prisons of the Ministry of Interior, H.E. Kuy Bun Sorn, marking another important stage in preparations for the forthcoming trials. The handing over ceremony presided over by H.E. Tony Kranh, Acting Director of Administration.

The management of detainees for the ECCC is the responsibility of the Royal Government of Cambodia according to Article 24 of the Agreement between the Royal Government of Cambodia and the United Nations signed on 6 June 2003 and Article 9 of the Supplementary Agreement on Safety and Security Arrangements signed on 14 March 2006.

We are grateful to the governments of India and Japan for contributing funds for the construction of this detention facility to satisfy international standards. The International Committee of the Red Cross has been consulted on the concept and design of the facility.

The Governor of the Detention Facility is Mr Kim Chuon, supported by a Deputy Governor and a team of guards. Arrangements are in place to assure security, medical support and food for any person who may be detained following the issuance of an Order for Provisional Detention by the Co-Investigating Judges.

The handing over of this facility marks an important step in the preparations for the impending judicial proceedings.
