Cambodia Appoints Administrative Officials for Khmer Rouge Tribunal

Phnom Penh: Preah Bat Samdech Preah Baromneath Noradom Sihamoni, the King of Cambodia, has already signed the appointment of Cambodian officials as senior administrators to participate in a court to try the former Khmer Rouge leaders.

A press release of the Council of Ministers said on 25 November that the King of Cambodia had already singed to appoint Mr. Sean Visoth, the director of the office of the administration of the extraordinary chambers for the Cambodian court to prosecute the crimes committed during the period of Democratic Kampuchea. Mr. Kranh Tony, an undersecretary of state of the Council of Ministers, has been also appointed as deputy director of the office of the administration of the extraordinary chambers.

Mr. Sean Visoth is currently an adviser to Mr. Sok An, the deputy prime minister and minister of the Council of Ministers. Moreover, in the past, he had several other positions in the royal government such as in the Council of Ministers, in the Ministry of Foreign Affairs, and in the Administrative Department of The Supreme National Council. He has played an important role as the executive secretary of the government’s tribunal taskforce since 1999.

The press release added that presently, the United Nations and Cambodia have been choosing international trial and investigative judges and prosecutors, and setting up other important administrative positions for the extraordinary chambers in Cambodia.

However, the press release seems to state this under a clear condition by saying that when there are enough funds, the other necessary work will be commenced, and the new headquarters of the Royal Cambodian Armed Forces will be used for the KR tribunal.

In an interview conducted on the morning of 25 November, Mr. Sok An, the deputy prime minister and minister of the Council of ministers, told journalists that on the previous day, Cambodia had appointed two administrators, and he considered such important appointments as a progressive step to approach the establishment of the extraordinary chambers in Cambodia very soon.

Deputy Prime Minister Sok An expressed his strong hope that during this month of December, the UN Secretary General would send his administrator- Ms.Michelle Lee- to be the deputy director of the office the administration of the extraordinary chambers. He went on to say that when the director and the deputy director meet with each other, they will discuss about the procedures for the office of the administration of the extraordinary chambers.
